Why This Matters
In Los Angeles, one of the most culturally rich cities in the world, artists are ticketed, murals are painted over, and performers are harassed. Communities of color bear the burden of these laws most heavily, while cities like London, San Francisco, and Miami have created protected public spaces where art flourishes freely.
The LIBRE ART Ordinance calls on the LA City Council and Board of Supervisors to designate at least one Free Art Expression Zone in every council district, spaces where anyone can create, perform, and express without permits, fees, or criminal exposure.
The LIBRE ART Ordinance: People's Resolution
WHEREAS, The City and County of Los Angeles are home to one of the most culturally diverse and creatively vibrant communities in the world, where art, music, performance, and expression are integral to the identity and resilience of its people;
WHEREAS, Communities of color, low-income artists, street performers, muralists, and grassroots cultural workers have historically been criminalized, cited, displaced, and silenced in public spaces due to permit requirements, anti-expression ordinances, and inequitable enforcement;
WHEREAS, The criminalization of public art and expression disproportionately impacts Black, Latino, Indigenous, and immigrant communities, the very communities whose cultural contributions have defined Los Angeles;
WHEREAS, Cities and nations across the world, including London's Speakers' Corner, San Francisco's Clarion Alley, and Miami's Wynwood Walls, have designated protected public spaces where art and expression flourish freely;
WHEREAS, Art is not a privilege, it is a fundamental human right and a cornerstone of democracy, free speech, and community healing;
NOW, THEREFORE, BE IT RESOLVED that we, the undersigned residents, artists, advocates, and community members of Los Angeles, call upon the City Council of the City of Los Angeles and the Los Angeles County Board of Supervisors to:
1. Establish at least one designated "Free Art Expression Zone" in each of the 15 City Council districts and in each supervisorial district of Los Angeles County;
2. Direct the Department of Cultural Affairs and the LA County Department of Arts and Culture to develop criteria for eligible spaces, including parks, plazas, public underpasses, and community gathering areas, ensuring geographic equity with priority given to underserved communities;
3. Prohibit the citation, arrest, or criminalization of artists and performers in designated Free Art Expression Zones for expressive activity, consistent with First Amendment protections;
4. Establish a community-led Free Art Advisory Council composed of working artists, community organizers, and cultural workers to govern and steward the zones;
5. Ensure all Free Art Expression Zones are bilingual, accessible, and welcoming to all members of the public regardless of immigration status, housing status, age, or background.

About the Campaign
The LIBRE ART Ordinance is a people's resolution authored and sponsored by LIBRE 805 and civil rights attorney Vanessa Valdez, featured in the Los Angeles Times for her landmark lawsuit against ICE following the GlassHouse raid. This campaign calls on the Los Angeles City Council and the LA County Board of Supervisors to designate Free Art Expression Zones across all 15 council districts. First presented publicly at CULTURAMA FESTIVAL, a program of 11:11 Projects, on July 18, 2026.
